Parole boards have to start being accountable, and if that means no one is willing to serve on a parole board, so be it...
There's a novel idea. Another would be to make prisoners serve their full sentence and then we'll talk about the possibility of getting out.

If a prisoner breaks his parole and causes another crime, the Parole Board should draw straws to see who either serves the remainder of the sentence or pays restitution for the balance.
That will make them look real hard at paroling these criminals into the midst of the rest of us!
