Rome, in this instance, won the day and included the Apocryphal books but did not consider them as inspired but instead as edifying. They were to be read in the Church but not depended on for doctrine.
Is there a Church document declaring this as official Church teaching or the opinion of certain Bishops at the time?
If they weren't inspired, they wouldn't be included in the cannon. Summa Theologica is edifying; Maccabees is inspired. There's a reason why one is in Scripture and the other isn't.

Even Pope Gregory the Great (ca 600 AD) when quoting 1 Maccabees says, "We address a testimony from books though not canonical, yet published for the edification of the Church."
