Didn't you mean to say "When someone stays in office too long, they'll be overtaken by either senility or corruption (or both)".
Unfortunately, the saying is true (and I'm paraphrasing heavily) - those best suited to the job want nothing to do with it. You get people at all levels from the city/county level on up, who will do whatever it takes to get power, keep power, and help their friends gain power.
