It's interesting that Russia would take this idea seriously when they can't afford running water and toilets. Every aspect of their infrastructure is crumbling before their very eyes.

It's interesting that Russia would take this idea seriously when they can't afford running water and toilets.

As the world's second largest energy producer, Russia happens to be flush with more cash than they know what to do with, thank you very much.
