Ronald Reagan (bless his soul) was wrong when he granted amnesty. His claim that this would stop the flood of illegal immigration if illegals were given amnesty had just the opposite affect, and hence we are dealing with what is happening today, a flood of illegal immigration from Mexico. Now everyone is trying to get in here to take advantage of any amnesty that is granted. Do you really think that if amnesty is granted (which is what the guest worker program really is), that it will stop illegals from coming? In your dreams

Yes, instant citizenship is one form of amnesty. Additionally, any excusal in any form or reduction in penalty for current or past illegal behavior is also amnesty no matter how you dress it up or what you call it.

The immigration system has been broken for years. Primarily because the laws have not been enforced. It has been a free-for-all to violate our sovereign borders and for felonious employers to illegally hire the criminal invaders. Enforce the laws, remove the rewards for illegal behavior, and the problem will fix itself as those here illegally won't be able to find work or free handouts and will return home.
