No I am looking at it as a safety issue. Bad driving and swimming pools kill many, many more people than any dog or dog breed.
One neighborhood plus one Rottweiller equals one known threat.
Using your logic you have to say the same and then some if there is a teen age driver or a swimming pool in your neighborhood. A dog of any breed can be trained and curbed by a responsible owner. A teen age driver is a much greater safety risk than a rottweiler. Call your insurance agent and ask which would cost more on your insurance a certain type of dog breed or insuring a teenager.

I don't know anything about pit bulls but I have seen many rottweiler walked on leashes by military police and various law enforcement, as well as by responsible owners. I have also seen rottweilers used as therapy dogs in childrens hospitals and old age homes and so on.
