If you can't afford to tip properly, then you can't afford to be eating out in the first place!!!!!!!!!!

The key there was "lavishly". You may have missed the context. One can still tip appropriately at 15% for exceptional service, and still be within their rights to eat out. Not everyone is financially as well off as you or I might be, and every dollar counts. 15% is the accepted tip.
