This is unfortunate -- also more than a little silly. While there are German words and expressions that have been tainted by Hitler and the Holocaust, "du bist" isn't among them.
You can see photos of the Ludwigshafen banner, apparently a local initiative, and the modern ad campaign here.

Just because Hitler did something doesn't necessarily make it verboten does it. I mean if he had instituted a flat tax (he didn't) would that mean they shouldn't do it again.
Just for clarification: if they start goose-stepping and building "camps" that would be a bad thing.
But trying to get a little nationalism promoted is not necessarily a bad thing

But a historian from Ludwigshafen has provoked an uproar with his discovery that the same "Du Bist Deutschland" cry was used at Nazi rallies in the 1930s. Some things are iconic, it appears that this "Du Bist Deutschland" was not. Only after research by a historian did anyone realize this had been used by the Nazis.
WWII ended sixty years, or almost three generations ago, it's time to put it in the past. Never forget, but it's well past time to move on.
