I have attended many a church service in my many years and this is the first time I have seen this explained this way. Perhaps it necessity is why all the twelve-step programs follow it. All I have ever seen is the exortation to accept God's forgiveness, as exemplified by the cross, and to forgive others. No mention, that I remember, of the complete process of restitution and seeking forgiveness from the one you harmed.
