According to the comments, some cell phones can be tracked. If they made a call, this could help pinpoint their location.
Now, I don't know a thing about this, my son is an engineer, he confirmed this.

If they threw their cell phones away to avoid being tracked, then BOTH of them were affirmatively trying to avoid capture---i.e., were fugitives. This puts Kara in even more legal jeopardy.
