The if/then statement that I addressed was incorrect. Simple as that, I just colored up my response.
Name me any Christian more mature than the Apostle Paul to whom God gave the revelation of the mystery of Christ, the One Body of Chrst with Jew and Gentile being one in Christ.
Paul was mature enough for God to send to the Gentiles with His message of salvation.
Paul spoke in tongues and encouraged others to do the same.
The fact is that when one actually believes and is saved and then believes what Paul wrote, speaking in tongues as well as word of knowledge, faith, miracles, healings, etc are available to the believer.
That is the mark of a saved Believers vs saved a non believer.
Jesus said that those who believed on him would do the same works that he did and greater.
Those that believe can and those that don't don't.
If you've never spoke in tongues, received word knowledge word of wisdom, discerning of spirits, worked a miracle or a healing, etc, then you are not a Believer.
It is just that simple.
Believe it or not.

That is very confusing! Could you please explain. It looks like you have many possible categories...Believers, non-believers, Saved, un-saved, Saved believers, saved non-believers(?), un-saved believers(?)
Here are a few Bible verses that talk about believers and saved...
Mar 16:17 And these signs shall follow them that believe; In my name shall they cast out devils; they shall speak with new tongues;
Luk 8:12 Those by the way side are they that hear; then cometh the devil, and taketh away the word out of their hearts, lest they should believe and be saved.
Jhn 1:12 But as many as received him, to them gave he power to become the sons of God, [even] to them that believe on his name:
Jhn 20:31 But these are written, that ye might believe that Jesus is the Christ, the Son of God; and that believing ye might have life through his name.
Act 15:11 But we believe that through the grace of the Lord Jesus Christ we shall be saved, even as they.
Act 16:31 And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.
Isn't it clear that believers are saved?
