To: Fighting Irish

Rape is an act of violence, an act of assault. It is an act of terrorism, if you will. If one sector of your population is being terrorized by another without incurring aggressive penalties, then that whole society is clearly sending a message that women are not valued and sub-human.

The West needs to wake up to this as an act of terrorism and violence and send the message that it will not be tolerated.

I'm afraid that they have already sent a "message". From the link to the article about Norway:
Nine out of ten cases do not make it to prosecution, most of them because police do not believe the evidence is sufficient to reach a conviction.
