Sounds like a solution. When word got around, I don't think they would see any more children being abused for that reason. But then there would be those that wanted to deliberately dump their children on the state, knowing they were on the deportation list and wanted to avoid having their children deported with them.
I suspect anyone who would abuse their children in such a manner did not want them to begin with, except for how they can be used for barter.
