It's true. If ONLY military targets are attacked, they are not terrorists. But that's not the case.
Terrorists should not be labled insurgents, period.
I believe the US armed forces qualify as an institution "designed to provide for the welfare of Iraqi citizens." Thus, those who attack them--by Iraqi definition--are rightly regarded as terrorists.
That describes the U.S. Military to a "T".
