"The conference was attended by Iraqi President Jalal Talabani and Iraqi Shiite and Kurdish lawmakers, as well as leading Sunni politicians."

The President of Iraq was at the meeting. As were leaders of the Kurds, the Sunnis and the Shiites.
The meeting was held in Cairo because it was a meeting of The Arab League on the future of Iraq and the Arab League is headquartered in Cairo.
