That's a very astute point. Notwithstanding Axis military arrangements, Hitler, in fact, was unaware that Japan would strike at Pearl Harbor. Germany, in fact, had been working very hard at keeping the US out the war. Indeed, then Hitler made a huge mistake in declaring war on the United States. If he had not, Roosevelt would have been unsuccessful at getting Congress to declare war on Germany.
