Worked in those moccasins many, many moons, chief. You don't know what you don't know. Can't buck it from within and win: powerful, highly funded, politically connected, vengeful.

Do you think a system that awards a job opening to the lesser skilled worker, based primarily upon seniority, then race and sex, provides the best workers, or motivates lower seniority workers?
