I think the idea that this person may have 'never' testified leads to the need for a new Grand Jury.
A former official would more likely have been out of the loop a lot earlier.
'former' official plus 'never testified' narrows the field of possibilities.
Woodenhead has already said Libby never so much as mentioned the Flame to him, "but" he told the Fitz that is was possible, he told Libby about "her."
