The situation is a little less black and white than portrayed in the article. I would cut and paste the text in my comment but my ancient Adobe Reader doesn't permit it. So here is a link to the document:

(The document is the seventh and last version of the bill; the one that was sent to the President for signature. Scroll down to page 46 for section 796.)
As I understand it, the section requires:
- The denomination do nothing to encourage or invite the alien to enter the country.
- The denomination must clearly be a nonprofit religious organization.
- The alien must be a member of the denomination for at least one year.
- The alien must be engaged as a minister or missionary for the denomination, and finally,
- The alien must not receive a salary. (The living expenses as described in the article above are permitted.)
Seeing how these requirements are structured, Senator Bennett must be responding to some sort of specific situation in Utah or anticipating it developing in the future. Hard to believe the Republican deputy majority whip would be doing it for any other reason.
That said, I don't like the idea of any legislator, Republican or Democrat, giving anything like cover to religious organizations who knowingly harbor or aid illegal aliens; especially the ones who consider it to be the entire focus of their "ministry."

"The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion;" A guarantee that our politicians have forgotten/ignored. They have failed miserably, yet we're expected to continue to pay the bills? Common occurrence in today's gubmint, we pay for their failures.
Elections are coming up next year. All the open borders politicians in BOTH parties should be kicked out. Let them find some employment that they're more suited for.
By repealing this dangerous law, we will send a clear message to terrorists plotting against our country: no church, no synagogue, no mosque, no religious group of any kind will be a safe haven for terrorism in America, Anyone ever wonder how why when we even walk into a mosque it's a worldwide outrage for months but when, as in recently, a muslim bomber blows up a mosque, same exact "holy" place, that there's nary a mention.

I guess most in Congress thinks it's OK for mosques to protect terrorists too. What's the matter with these people?! I believe it's more a case of the Congress Critters voting on bills they don't know the contents of than wishing to provide safe harbor to terrorists. Some of our representatives are not the sharpest knives in the drawer nor have an IQ much above that of a door knob.
