At least one side is incapable of fighting anymore
At least one side decides that it has nothing to gain from continued fighting

I love that. I wish all the Republicans would stand up and start their speaches with, our exit strategy is VICTORY! We will not lose! We must not lose! Those who want to withdraw are losers, and that just isn't American.
