I wish someone would answer you. I just got back and I'm confused on why we're voting "Yea." I'm not certain, but I believe this resolution allows for debate and a vote on the troop withdrawal resolution. The Dems don't want to vote on the troop withdrawal, so they're opposing it.

There are two votes, in fact. The first is a vote on a rule change so they can have the vote on the resolution. The second is the resolution itself.
