I'd say either Tenet or Greg Thielmann, who was assigned to Bolton. Thielmann has been hanging out with Joe Wilson on the anti-war circuit since he resigned after he lost the pissing contest with Bolton over how information was passed up the chain. Another article mentions:

Normally, I would dismiss leftists such as Hersch or Madsen if it was based on their opinions, but in these articles they are actually quoting others who revealed the CIA was setting Bush up. And just why would they lie in this case, surely not to protect Bush.

This behavour by the CIA is in clear violation of U.S. Law. Every person in the CIA involved in trying to run a coup on the Bush admin should be under indictment.
