I spent some time in Alaska, saw much of it, met a lot of people. A handout is not what they are looking for, rather, a handup. Alaskans are a very hardy and self reliant people.

A handout is not what they are looking for, rather, a handup. Ah, I understand. How about a ticket to Seattle? relatively inexpensive, and gets one to a financially dynamic area.
Sometimes the solution to the problem of surviving somewhere is "don't be there - get out".
