It doesn't need to be in the Bible. Scripture is the only documented basis for Christianity. If we do not refer to Scripture when making religious judgements, we are not all on the same page, and we run the risk of creatintg our own do-it-yourself Christianity which practice is clearly not at all uncommon today. Why would you expect the phrase "Sola Scriptura", itself, to be in the Bible, anyway?
