Don't you remember how bullies operate? These kids all knew each other. There is a different dynamic going on than if they had all been strangers. Many of the smaller witnesses didn't do anything because they were afraid of retaliation by the older kids. The older ones didn't do anything because they were friends of the bullies. The victims themselves likely were too scared or too embarrassed to scream or put up a fight.

Also, these "sex acts" were probably not sexual intercourse but oral sex or groping, fondling etc. It would have been rather furtive and few kids beyond the immediate vicinity would have been aware of it.

It was done by bullies to humiliate the victims. The bullies need a taste of their own medicine. Thats why I say they ought to be tossed in with the adult prison population for a couple of months. Teach them a lesson.

Right - so these kids were 'bullied' into not speaking up when the act was occurring, but now they are witnesses? I find that a bit hard to swallow.

Sounds like a plan. Too bad parents don't teach their kids right from wrong in the first place, though.
