The Government, during the Clinton administration, passed a bill stating that the white house must pursue removing Saddam from power. That job fell into President Bush's hands.
The DEMS don't want to mention that they voted YES for an ORDER that President Bush remove Saddam.

Well, it's a novel argument.
No president in the last hundred years has considered themselves bound to congressional policy in this way. And foreign policy and military action are most strongly vested in the executive by the Constitution.
I don't think our prez would say he went to war because a Clinton-era congress forced him to do it.
