Ukraine President to Control Medical Reform (Return of socialized medicen from the EU candidate)

President of Ukraine Victor Yushchenko dedicated his second radio address on November 12 to the importance of medical reforms, according to the President?s press-office.

The Head of State commissioned the Health Minister and the Finance Minister to start a project to more actively fight HIV/AIDS. Next year, we will open district centers to anonymously diagnose AIDS throughout Ukraine. In each regional center, there will be a hospital with 20 beds for AIDS patients.

The President said he would personally control the implementation of programs to fight AIDS, cancer, tuberculosis, heart and blood disease. He reiterated that next year the government would start four national programs to fight these diseases and open specialized national centers to coordinate these initiatives.

Yushchenko believes we should first of all popularize family doctors. ?The people should personally know their doctors,? he said. ?They are very efficient. [?] European countries spend 30% of their health budget on family doctors who render about 90% of all medical services. In Ukraine, everything is totally different, for only 5% are given to family doctors and they render 40% of services.?

The Head of State stressed that we should also ?profoundly change approaches to financing the medical sector.? He said major funds should be used to finance the first aid sector. At the moment, our health budget gives only 5% on that sector. Yushchenko believes we should increase our expenditure to 1.200 million UAH in 2006-2007. 460 million will be used to buy new equipment, and 83 million will be spent to purchase ambulance cars for village hospitals. The government will also give money to buy drugs for district and regional hospitals.

Then the President spoke of the importance to help the disabled. He reiterated that on June 1 he had signed an order on urgent measures to create favorable conditions for the people with physical disabilities.

?In December, I would like regional officials to account for its implementation. I also want to learn what the community thinks,? he said.

Victor Yushchenko urged the nation to lead a healthy lifestyle, which makes us ?prettier, happier and stronger.?

The Head of State confessed that the health issue was vital for him. ?Every day, I am fighting consequences of my poisoning. I believe one day I will wake up absolutely healthy and find no awful traces of dioxin on my face,? he said. ?Those who wanted to poison me made me courageous. Now I know the real price of life and understand what suffering is. And each cell of my body is ready to serve my people.?

KIEV, November 12 (Itar-Tass) -- President Viktor Yushchenko said re-privatisation in Ukraine was a mistake.

Speaking at the pro-presidential Our Ukraine party’s congress on Saturday, Yushchenko said re-privatisation caused “tremendous confusion” in the business community. “It led to lack of trust in what the government was doing. Everybody began to think it was prosecution that will get him sooner or later,” the president said.

He stressed that Ukrainian business had formed over the past 14 years and it was senseless to return to the past. “This is a conflict that distracted our efforts, throwing us back for years,” he said.

According to Yushchenko it was a mistake to close 24 free economic zones and promised to revive these projects. He said the government will propose concrete mechanisms for free economic zones on Monday.

The president also thinks that excessive customs liberalisation was a mistake. ”More than 100,000 enterprises in Ukraine could get a sense of the new environment of not very fair competition. As a result, Ukraine has a negative balance of trade,” he said.

The first mistake was to rely on EU.

The second mistake is Yulia Timoshenko. Big genetical mistake.

Putin's economical politics is rather effective.
