Oy, I've been trying to figure out what time this speech was delivered, (according to MY time LOL....CST). And I still haven't figured it out!

2:35 pm AKST is 5:35 pm CST: 5:35pm CST = 2:35pm AKST + (9:00 - 6:00). CST is 6 hours west of the Prime Meridian; AKST is 9 hours west--so AKST is 3 hours west of CST, which means that the time of day CST is 3 hours later than is the time of day AKST. Similarly, the time of day CST is one hour earlier than the time of day EST, because EST is one hour east of CST.

So in India (for example,) which is 5:30 hours east of the Prime Meridian, the President's speech was given at 5:05 am on Tuesday, 15 Nov 2005--because IST is 14:30 hours east of AKST (5:30 + 9:00,) and (14:35 + 14:30) modulo 24:00 = 5:05 (2:35 pm = 14:35 using 24-hour "military" time.)
