Maybe she does. But she surely speaks for the President here? How can that be? Is George "gone away" somewhere?
It appears to me that she is acting autonomously. The "Israel must restrain itself" line is not consistent with the President's Road Map, under which Israel has no obligations before the Palestinians end terrorism.
