Good for your school. In all my years I have never found many schools who tried to pad the Special Ed class. I was told that schools here in California don't get an extra penny from Uncle Sam for Special Education. In the 10 years I've taught, in the schools with which I've been associated, I haven't seen one try to inflate its numbers. It's been a long time since I've referred one myself. I've forgotten how to do it to be honest.

Teachers and schools catch a lot of hell from the general public.
I have met very few teachers who were not genuine in their care for the students under their tutelage.
Lots of factors affect how we view those schools.
Many times it is not the teachers decision that causes lots of angst's.
Most of the times it is the kooks and idiots that make up the school boards.
These people are elected so make feel good decisions to keep being voted back into office.

In fact, twice I had a school try to get my son OUT of the special ed program! They did not want to provide services. It costs money, and it is a pain! There is so much paperwork and so much extra work for the school.
