I have a relative who stayed for constitutent services, as an example. Other staff will stay on through the transition and some will remain.
My point really has been there is an institutional presence of staff members available to new congressmen in DC. As you and MNJohnnie pointed out, it's even more so for committee staff. Regardless, staff members do influence their boss and his positions, and a new congressman cannot know everything he should know for doing his job, and that staff will help him. Or her.

Pretty clear we have a CIA completely gone rouge.
