I understand. Although, I have heard of numerous people who stayed on various staffs, as well as others who switch around.
I realize new members bring in friends and current staff, but I also understand they retain some staff and/or hire staff familiar with DC.
Retention of the low level staff may be a possibility if their predecessor is from the same party, but they certainly change the Chief of Staff and the substantive folks in the office.
