While we were getting reports about this and that, I don't believe we had enough intel on the ground in Iraq to really substantiate what Saddam was doing.

Well .. I thought the Church Commision happened before Clinton was in office. I don't know where I got that idea. But .. I do know it was that commission that destroyed out human intel and left us blind - which was exactly what some in our intel organizations wanted.
