Yes it is.

If the Resolution is the SAME as a Declaration, why didn't Congress issue a Declaration?

Considering the lack of spines on the Republican side, and the lack of morals on the democrat side, I'll give you a hint:

The Resolution is a Short-Cut, a weakling's way out, a War Lite. Congress can always take a Resolution back, but a Declaration of War is only ended by Victory or Surrender.

That's my story, and I'm stickin' to it.

The declaration of war on Japan on December 8th 1941 was a Joint Resolution.

They are one and the same.
