Anyone with even two brains cells to rub together knows that it is impossible to say that. One might say "We have no evidence etc" or "it is unlikely that etc" - although even those statements are obvious lies, at least there's wiggle room.
I don't know if they're just evil, just stupid, or most likely, evil AND stupid.
