Even at that, an argument could be made in pointing out that Bush joined a unit which had people who were rotating into Vietnam when he joined it, whilst Kerry volunteered for a group that wasn't. that it changed after they signed up isn't a sign of their intent.
On the other hand, it (the panel that investigated Rathergate, headed by Richard Thornburgh and Louis Boccardi,...) did find that Mapes knew that, contrary to her report, George W. Bush offered to go to Vietnam while in the National Guard unit. This was a critical fact, undermining the entire premise of the CBS News story that Bush went into the National Guard to avoid Vietnam.
