Pathetic. Good-looking hookers are disgusting enough, but ugly ones have no excuse at all.

It refers to horses. A careless rider doesn't walk the animal cool or brush it down after a hard ride.

I worked with a guy from Chicago back in the 1980s who I first heard it from. Horses--must be wiped down after exercise.
