It would not have been silenced if the media thought it could get any mileage out of his unsigning of it. They knew they couldn't, which meant it had no popular support. The fact that it had no public support means that it wouldn't have been ratified no matter who was president.

You can hypothesize all you want about whether a Pres. Kerry would have gotten Kyoto and the ICC passed. In your opinion there was "NO public support" which I disagree with. Fact is, the debate is now over and I believe Pres. Bush did have something to do with it.
