What about punishing their support network that aren't in the public eye? There are many, many more of them.

If they are guilty of a crime, punish them. If they are innocent, do not. If you are talking about "support" to mean "ideas" or "thoughts" or "speech" or something like that, then no. If you mean "actions" or "knowingly aiding" or something like that, then yes.
