That certainly smacks of organization -- they are intentionally limiting things to property damage (with very few exceptions). I think maybe even the French would have the stomach for a fight if it was to protect people from being hurt and killed. If it's just property damage, we'll, c'est la vie.
Yes--it's organized now, and the bosses are testing for weaknesses. And the weaknesses are legion! What they're learning now will be invaluable. All this army needs are some guns to finish the takeover.

Like how in Israel the pals hit busses and pizza parlors but they don't hit buildings or airplanes? I assume because they know if they go too far they will provoke a retaliation that even they don't want to experience. Either that, or they can't get past the security.
