2. Install state healthcare plan.
3. Arrange for more union member tax rebates
4. Increase income tax rates by 30% on all incomes over 50K.
5. Elect a Dem gov. to sign it all into law.
6. Erect a Picture of Che' over the state capital mall.

Somehow find a way to make it illegal for private businesses to leave the State of California.
