There were a few people who had guns and defended their businesses, but most realized they would be held liable if they went out and just shot into crowds because they were destroying property.
They had to wait for the National Guard to take control of the streets.
Different level of rioting than the Liberty City riots. A bunch of people running down the street setting cars on fire wouldn't make it very far in America.
