It was Carl Rowan and like you said a vocal proponent of gun control for other people. He shot an unarmed kid in his pool, then lied about what happened, changing his story several times.

He was a prominent Black man in DC which pretty much meant he had a "get out of jail free" card. He was not prosecuted.
