They're afraid that such a show of manpower would inflame the situation, which just goes to show that the French don't know their customer. ....a customer that views the soft French reaction (curfews, warnings, etc.) as weakness and is thus encouraged to continue rioting.

Many Westerners (mostly Euro/American leftists) are completely unable to grasp the Islamic mindset.
