They can't "send" him anywhere. The trading deadline is over, so their only options are to cut him or suspend him. If they cut him, other teams (starting with the teams with the worst record) have the option of picking him up. I don't believe they will cut him, because the last thing they want is for T.O. to end up playing for an NFC foe that could could knock off Philly later in the year, including the playoffs.

As of now, 8 - 8 looks like wishful thinking for the Pack.
They do have a game with the Eagles Thanksgiving weekend. Fox could pull some monster ratings if Owens came back to Philly as a Packer.
