Honestly, I'm sure it wouldn't take but a squad. The problem is that France right now is worse than most parts of Iraq. Ironic, isn't it. Yet, the French are treating this as if it's a bunch of rebel trick-or-treaters having gotten tired of collecting candy now having turned towards soaping windows and smashing mailboxes.
Give the guy a break. They do want to enjoy the coffee, cake and pretty girls in Paris. So send out a tank with a handful of guys.
