They don't have any guns.
Actually, they do; France has a very active hunting culture - birds, deer, wild pigs, etc. They just don't have the high-capacity, self-loading guns that us "gun nuts" love so much. And they probably have rules about storage, self-defense, etc., that hamstring their citizens from saving their Republic.
Just remember there are elements in the USA that would try to keep you from defending yourselves and your homes, too!
