Reagan embodied a movement; a sea change in the political landscape. Reagan was bigger than his presidency, which I thought was superb in the first term and dead in the water in the second term. Reagan's high tailing it out of Lebanon after the killing of the Marines is his great shame.

Bush is unique in that history will judge his effectiveness by the implementation and effectiveness of his vision. Bush's vision, unfortunately will be at the mercy of his predecessors. For example, Bush's long term policies could be seriously deformed by the self involved narcissism of another Clinton administration.
