I think because the underlying problem is so widespread. if this were just a "rogue group" of muslims in france, they would probably take them down. but its not, the actual number of people conducting these acts may be small, but the support behind them is huge - you can't kill them all - so they are trying to figure out what to do.
I'm not saying I support this, I am just putting myself in their shoes.
