After the appropriate committee has referred to a subcommittee and the subcommittee refers it to a task force who refers it to a special commission who refers it to an expert panel for consideration, maybe it could then be passed along to the appropriate committee to refer to the subcommittee for consideration as to whether it should hear submissions about recommending it to the committee for recommending listing the matter for action by the Security Council, of course.
